The build-up of Soviet naval forces, the growth of new naval technologies, and the implications of increased attention to ocean resources and the emerging Law of the Sea are the outstanding current developments in the North Atlantic discussed in this article. The rate and the impacts of change in these areas mean that they constitute new and important strategic factors although they are not, in themselves, new developments. Their significance is profound both for the sea area of the North Atlantic and for the security of Europe.
